Community invited to weigh in on council’s draft 10-year plan

BALLINA Shire Council has released its draft 10-year plan and is calling on residents to help shape the region’s future.

Mayor Sharon Cadwallader said the plans reflect council’s focus on maintaining core services while responding to financial pressures.

“We’re planning for a stronger, more sustainable future, and community feedback is a vital part of that process,” she said.

The suite of documents now on public exhibition includes the draft Community Strategic Plan, Delivery Program, Operational Plan, Long-Term Financial Plan and Budget.

The Fees and Charges Schedule, Workforce Management Plan and Asset Management Strategy are also available for review.

Key projects listed in the draft include the new Ballina SES Headquarters, a $16 million upgrade of the Alstonville Cultural Centre, flood resilience work on Ross Lane, the new pump track at Kingsford Smith Reserve, and progress toward duplicating the Fishery Creek and Canal bridges.

The documents also outline a proposed Special Rate Variation (SRV) from 2026–2027, with a six per cent annual increase over four years.

This includes an estimated 3.25 per cent rate peg and an additional 2.75 per cent rise—totalling 11 per cent above the estimated peg over the period.

“It is costing more to deliver services and maintain things like roads, footpaths and public buildings than the income Council receives,” Cr Cadwallader said.

“We have been careful with our budget, but to keep things running and plan for the future, we are looking at a gradual rate increase.”

She said Ballina’s average residential rates are currently 11 per cent below comparable councils.

“This proposal would help bring us closer to that level, making sure we don’t fall behind in funding essential infrastructure and services.”
