A feasibility study commissioned by Destination North Coast identified Ballina, Coffs Harbour and Port Macquarie as top contenders for the project.
Ballina scored highly on access, proximity to universities, and destination appeal.
Destination North Coast general manager Michael Thurston said the region lacked large-scale event infrastructure.
“The idea of it is very exciting for those destinations, but it is very much in the early stages,” he said.
“It’s all under evaluation, we couldn’t put a timeline or lock in anything at this stage.
“We engaged directly with all three councils and their teams were enthused about the prospect of it.”
The proposed venue would host 1000 to 1200 delegates — a step up from the 500-person events the region currently handles well.
“There is an appetite there to have Monday–Thursday business delegates who we estimate spend three times as much as the average person on a day trip,” Mr Thurston said.
While Coffs Harbour rated highest for return, Ballina’s proximity to Byron Bay and Northern Rivers attractions was seen as a key strength.
