{"id":3167,"date":"2017-11-20T03:44:22","date_gmt":"2017-11-20T03:44:22","guid":{"rendered":"https:\/\/timesnewsgroup.com.au\/bellarinetimes\/?p=3167"},"modified":"2017-12-27T07:50:21","modified_gmt":"2017-12-27T07:50:21","slug":"its-a-monster","status":"publish","type":"post","link":"https:\/\/timesnewsgroup.com.au\/bellarinetimes\/living\/its-a-monster\/","title":{"rendered":"IT\u2019S A MONSTER"},"content":{"rendered":"<p><strong>Locals take their concerns about Barwon Heads development to Ombudsman<\/strong><\/p>\n<p>BARWON Heads home owners who live adjacent to what locals describe as a \u201cconcrete jungle\u201d have taken their concerns to the Ombudsman.<\/p>\n<p>Phill Angelovich and wife Karen live next to a three-storey development being constructed on the corner of Bridge Road and Grandview Parade.<\/p>\n<p>Mr Angelovich said due to the impact this building had on their property, both visually and physically, they were at their wits&#8217; end to find reasonable and fair justice for their rights as directly affected land owners.<\/p>\n<p>The couple, along with many concerned locals, question why the City of Greater Geelong didn\u2019t seek community consultation for a second and updated planning permit for the development.<\/p>\n<p>\u201cOriginally this was to be a two-level development, with planning issued for that development,\u201d Mr Angelovich said.<\/p>\n<p>\u201cI have spoken to council planning at length, and have brought up many issues.<\/p>\n<p>\u201cPlanning has answered some of these issues, with their stance being justified by the new Residential Growth Zoning (RGZ) that is in place.\u201d<\/p>\n<p>Mr Angelovich said he had employed legal planners for advice and direction, which had uncovered a few items that should have triggered grounds for another planning permit.<\/p>\n<p>\u201cThe use of the premises shows one dwelling, but the plans we have show \u2013 mid level &#8211; unit one; upper level &#8211; unit two; lower level &#8211; cafe\/bar.<\/p>\n<p>\u201cThis alone would trigger planning for the development.\u201d<\/p>\n<p>Mr Angelovich said the other item of interest was the cafe area.<\/p>\n<p>\u201cStatutory planning clearly states that the wall thicknesses should be included in the calculation for area.<\/p>\n<p>\u201cOur calculations make the cafe area 119 square metres, using their planning regulations. This again triggers planning, as (an area of) more than 100 square metres needs a planning permit.<\/p>\n<p>\u201cThere is also the alfresco area that needs to be included in this calculation.\u201d<\/p>\n<p>He said the planning department\u2019s stance was that the plans that had been provided to them for their assessment did not show these issues.<\/p>\n<p>Local Ross Harrison took to Facebook last month to air his frustrations about the development, saying the development reminded him of a song by Bob Marley called \u201cConcrete Jungle\u201d.<\/p>\n<p>\u201cStill a work in progress and many more tilt slabs to come,\u201d Mr Harrison said.<\/p>\n<p>\u201cHow does this fit the coastal village feel, I ask\u2026 the City of Greater Geelong?<\/p>\n<p>\u201cA new three-storey development on Bridge Road \u2013 cafe\/bar and a two-storey townhouse on top.\u201d<\/p>\n<p>The City of Greater Geelong made no comment as it is in caretaker mode until the council election ends on October 28.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Locals take their concerns about Barwon Heads development to Ombudsman BARWON Heads home owners who live adjacent to what locals describe as a \u201cconcrete jungle\u201d have taken their concerns to the Ombudsman.
