Highton apartment block seeking approval
A PROPERTY developer is pushing ahead with plans to build a three-storey apartment building opposite Highton Village, despite concerns from residents that it could adversely impact neighbourhood character.
The City of Greater Geelong is considering a proposal to build the nine-dwelling building at 16 Duggan Court, Highton – at the corner of Barrabool Road – with proponents advocating for the higher-density development within easy reach of the shopping centre.
The proposal would require demolition of an existing house at the site, and developers argue it would deliver necessary variety in housing options in COGG’s identified diversity area.
“The objective for this proposal has been to respond to a need in the community by providing high quality and an affordable choice of residential apartment development in this area of Highton which has excellent walkability to shops, open space, public transport and other commercial and community facilities,” planning documents stated.
Submitters during earlier consultations have opposed to the infill development so close to Highton Village where residents prefer to keep the current look and feel of the area.
Neighbourhood character in the heart of the suburb was the subject of intense debate during the recently completed Highton Village Urban Design Framework process.
The UDF capped the shopping precinct’s building heights at current levels – but this proposal is outside the scope of that policy.
Developers say their proposal matches the changing character of the area and suggests the proposal “is simply another step in the evolution of the Highton’s form”, following other recent medium-density developments in the area.
“It is understood that change can be difficult to accept and that proposals such as this are a departure from the existing character of single dwellings which Highton has enjoyed in the past,” documents stated.
“Recognition however should be given to the long history Highton has of providing accommodation in townhouses and apartment developments which are scattered throughout the area from various eras by gone.”
COGG is advertising the Duggan Court plans and inviting feedback until December 17.
