	{"id":116847,"date":"2025-06-26T12:23:32","date_gmt":"2025-06-26T02:23:32","guid":{"rendered":"https:\/\/timesnewsgroup.com.au\/geelongtimes\/news\/wins-for-some-delays-for-others-as-city-releases-final-budget\/"},"modified":"2025-06-26T12:23:32","modified_gmt":"2025-06-26T02:23:32","slug":"wins-for-some-delays-for-others-as-city-releases-final-budget","status":"publish","type":"post","link":"https:\/\/timesnewsgroup.com.au\/geelongtimes\/news\/wins-for-some-delays-for-others-as-city-releases-final-budget\/","title":{"rendered":"Wins for some, delays for others as city releases final budget"},"content":{"rendered":"<p>THE City of Greater Geelong adopted its final budget for the coming financial year this week, one it says &#8220;strikes the right balance&#8221; between cost-of-living relief, financial sustainability and measures to stimulate the local economy.<\/p>\n<p>A small projected surplus of $509,000 has replaced a deficit of $3.4 million, however uncertainty remains around the costs associated with the <a href=\"https:\/\/timesnewsgroup.com.au\/bellarinetimes\/news\/city-of-greater-geelong-to-continue-in-home-aged-care-after-backlash\/\">city&#8217;s recent decision to continue delivering in-home aged care services<\/a>.<\/p>\n<p>A 2.5 per cent rate increase, below the 3 per cent cap set by the Victorian government, has been retained, while a range of permit fees, including the permit to burn fee, have been scrapped following the budget&#8217;s consultation process.<\/p>\n<p>&nbsp;<\/p>\n<figure id=\"attachment_105823\" aria-describedby=\"caption-attachment-105823\" style=\"width: 600px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-105823\" src=\"https:\/\/static.timesnewsgroup.com.au\/prod\/uploads\/sites\/3\/2025\/06\/485668971_18490548376022208_3881407205199827399_n-1024x1024.jpg\" alt=\"\" width=\"600\" height=\"600\" \/><figcaption id=\"caption-attachment-105823\" class=\"wp-caption-text\">Funding for Pako Festa has been restored to $100,000, after the draft budget proposed a 20 per cent cut. We&#8217;ve committed to reduce debt over the next four years and we&#8217;ve kept rate increases below the cap,&#8221; mayor Stretch Kontelj said, suggesting the city had earned &#8220;full marks&#8221; for its efforts.<\/p>\n<p>&#8220;Any which one of those is an achievement in itself and we&#8217;ve achieved every single one in our first budget.<\/p>\n<p>&#8220;I challenge any level of government to aspire to the same level of achievement. Photo: SUPPLIED<\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n<p>Planning will also begin to bolster footpath <a href=\"https:\/\/timesnewsgroup.com.au\/surfcoasttimes\/news\/petition-calls-for-better-paths-to-school\/\">safety around Mount Duneed Regional Primary School<\/a>, after Corangamite federal member Libby Coker pushed for improvements along Williams Road to be prioritised in her budget submission. The city has allocated $150,000 to the project.<\/p>\n<p>A weekly market in Little Malop Street between Yarra and Moorabool streets, similar in nature to Tasmania&#8217;s Salamanca Market, is expected to launch in September, with $100,000 allocated, while the city&#8217;s <a href=\"https:\/\/timesnewsgroup.com.au\/geelongtimes\/news\/free-parking-push-aims-to-breathe-life-back-into-geelong-cbd\/\">two-hour free parking initiative<\/a>, a key feature of the 2025-26 budget aimed at supporting the CBD&#8217;s embattled retailers, will begin on July 14.<\/p>\n<p>But for residents living in Lara&#8217;s flood-prone Kyema Drive and surrounds, <a href=\"https:\/\/timesnewsgroup.com.au\/geelongtimes\/news\/kyema-drive-still-awaits-flood-relief-45-years-later\/\">the wait for drainage improvements continues<\/a>, with no funding allocated in the adopted budget, despite almost 40 per cent of the submissions received during the consultation process urging the project move forward.<\/p>\n<p>&nbsp;<\/p>\n<figure id=\"attachment_105821\" aria-describedby=\"caption-attachment-105821\" style=\"width: 600px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-105821\" src=\"https:\/\/static.timesnewsgroup.com.au\/prod\/uploads\/sites\/3\/2025\/06\/58cc5047ca1779d83de273db8a040dda.jpeg\" alt=\"\" width=\"600\" height=\"337\" \/><figcaption id=\"caption-attachment-105821\" class=\"wp-caption-text\">Flooding in Kyema Drive in 1988 plunged at least eight homes underwater. Photo: SUPPLIED<\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n<p>Cr Anthony Aitken said he was &#8220;heartbroken&#8221; at the decision, but Cr Kontelj asserted the project is a &#8220;top priority&#8221;, noting the $1.3 million previously allocated to the upgrades &#8220;wouldn&#8217;t have achieved the outcome the community was looking for&#8221;, necessitating a new approach.<\/p>\n<p>&#8220;We&#8217;ve got to move in a different direction,&#8221; he said. &#8220;There&#8217;ll certainly be next steps in this financial year, but I can&#8217;t say exactly what that will be.<\/p>\n<p>&#8220;We&#8217;ll keep the community well-informed.&#8221;<\/p>\n<p>The Norlane Community Centre has similarly been unsuccessful in its <a href=\"https:\/\/timesnewsgroup.com.au\/geelongtimes\/news\/norlane-centre-pushes-for-crucial-funding\/\">push to guarantee funding beyond the next financial year for a multi-staged redevelopment at its Rose Avenue site<\/a> \u2013 the city instead saying &#8220;they&#8217;re in our mind&#8221; for future budgets \u2013 while a <a href=\"https:\/\/timesnewsgroup.com.au\/bellarinetimes\/news\/mp-urges-council-to-honour-portarlington-funding-commitment\/\">$1.5 million commitment pulled from the Portarlington Recreation Reserve in 2023<\/a> has also yet to be restored.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>THE City of Greater Geelong adopted its final budget for the coming financial year this week, one it says &#8220;strikes the right balance&#8221; between cost-of-living relief, financial sustainability and measures to stimulate the local economy.
