The cost has been enormous; farmers were forced to spend tens of thousands of dollars on hay and even sell livestock just to survive. Dairy farmer Mark Billing (Colac) says last winter he and many colleagues were \u201c<\/span><a href=\"http:\/\/news.cfa.vic.gov.au\/news\/the-green-factor\"><span style=\"font-weight: 400;\">on a knife\u2019s edge<\/span><\/a><span style=\"font-weight: 400;\">\u201d as they struggled to keep cattle fed.
