IN 1948, Melbourne\u2019s Sun News-Pictorial published a photograph of six young, smiling, Estonian, Latvian, and Lithuanian women. Labelled the \u201cBeautiful Balts\u201d by Arthur Calwell, it was government agitprop \u2014 a covert mollification for a xenophobic public uneasy at the arrival of foreigners.<\/p>\n

Opposition Leader Angus Taylor has declared, \u201cEnglish is necessary to live, work, and integrate into Australian society\u201d; accordingly, a Coalition government will make English a compulsory condition for permanent residency.<\/p>\n

Taylor\u2019s declaration was an echo of an old argument in new clothes \u2014 delivered with disquieting irony at the eponymous Robert Menzies Institute \u2014 the man who spent decades ensuring Australia remained white. The minutiae of Australian immigration in the decade following WW2 is a narrative of fear, paranoia, unchallenged prejudice, and, ultimately, transformation. Australia\u2019s first Minister for Immigration, Arthur Calwell said, \u201cpopulate or perish\u201d. The fear of \u201cthe yellow peril\u201d was not a political metaphor but palpable terror.<\/p>\n

Australian immigration officers toured war-shattered European refugee camps in search of \u201cNew Australians\u201d. Men deemed \u201ctoo dark, short, or hirsute\u201d were rejected \u2014 they failed the physical \u2014 \u201cwe don\u2019t want monkeys\u201d. Caldwell had scant sympathy for the oppressed. He masterminded unambiguous racial profiling searching for New Australians. Explicitly \u2014 no Jews.<\/p>\n

The majority of migrants spoke no English and did not require a certificate of language proficiency to become contributing members of society. Few of the 100,000-foreigners who dug the Snowy Hydro scheme tunnels spoke English; nor did many who worked on the production lines at Ford and Holden, or cleared land for the Goulburn Valley orchards.<\/p>\n

Animus notwithstanding, they established businesses, raised families, and created the vibrant communities of Carlton and Leichhardt. They retained their mother tongue and \u2014 most importantly \u2014 taught Australians how to cook! They integrated through hard yakka and a spirit of community. The immigrant diaspora rewrote Australia\u2019s DNA. Mr Taylor\u2019s edict \u2014 born from a fear of One Nation\u2019s surge \u2014 is textbook xenophobia \u2014 epistemic hubris at its demonising worst \u2014 pandering to people\u2019s vilest instincts.<\/p>\n

Employing English proficiency as a specific tool for residency exclusion is a perfidious betrayal of Australia\u2019s working record \u2014 a case of selective amnesia which disregards the economic and historic reality of this Nation\u2019s development.<\/p>\n

Tolerance, by its very nature, cannot be bought or hoarded, but we can give it \u2014 every day \u2014 through humour and consideration. All Australians are \u2014 down through the generations \u2014 immigrants who came here seeking a better life \u2014 escaping multifarious persecutions. So it is \u2014 those of us who have prospered \u2014 owe a duty, a humanitarian responsibility, to our fellow travellers.<\/p>\n

Perhaps we ought subject politicians to the notoriously discriminatory dictation test inflicted on the aspirant immigrant \u2014engineered to emphatically thwart their dreams. Unprepossessing peasants from Calabria \u2014 possessed only of a rudimentary knowledge of their own language and perfunctorily deemed \u2018bad stock\u2019 \u2014 were lingually tested by Australian immigration officers in any one of 27 major European, Asian, and Middle Eastern languages. It is difficult to rationalise the punitive mean-spiritedness \u2014 the deliberate humiliation \u2014 implemented to guarantee someone else\u2019s failure; to be so calcified against empathy for another\u2019s precarious status.<\/p>\n

There is a duplicitous whiff when monocultural, monolingual politicians \u2014 who have never experienced the cognitive stress of navigating a second or third language \u2014 and do not read, write, or speak the lingua franca diplomatique \u2014 harass others on the ease or necessity of linguistic assimilation. Axiomatically, Angus Taylor\u2019s \u201carrogant p***\u201d does lack a certain \u2014 je ne sais quoi!<\/p>\n

Physicians, heal thyself!<\/p>\n
