{"id":101761,"date":"2025-11-30T04:00:00","date_gmt":"2025-11-29T17:00:00","guid":{"rendered":"https:\/\/timesnewsgroup.com.au\/mcivortimes\/?p=101761"},"modified":"2025-11-27T01:04:14","modified_gmt":"2025-11-26T14:04:14","slug":"from-the-desk-of-roland-rocchiccioli-51","status":"publish","type":"post","link":"https:\/\/timesnewsgroup.com.au\/mcivortimes\/living\/from-the-desk-of-roland-rocchiccioli-51\/","title":{"rendered":"From the desk of ROLAND ROCCHICCIOLI"},"content":{"rendered":"<p>THE time is ripe to stop asking: \u201cWhat are the police doing about it?\u201d and to start asking: \u201cWhat are the politicians and the community doing about it?\u201d The challenges of maintaining public order in Victoria are collective.<\/p>\n<p><strong>The assigning of blame is an exercise in futility. The police are not responsible for the elevation of the \u2018wicked problems\u2019. Ultimately, it is Victoria\u2019s collective communities who are accountable for the zeitgeist.<\/strong><\/p>\n<p>Unintentionally, we have cultivated a detrimental malaise. We have over-indulged civil libertarians and those of a less disciplined persuasion \u2014 allowed them to manipulate our social mores and diminish appropriate standards of behaviour. We have created a fertile space for anti-social conduct. It demands correction; for us to take a lead from those less laissez faire, fully-democratic societies. When chewing-gum proved problematic in Singapore it was banned. The former Prime Minister Lee Kuan Yew was accused of stifling people&#8217;s creativity. He retorted: &#8220;If you can&#8217;t think because you can&#8217;t chew, try a banana.&#8221;<\/p>\n<p>Patently, isolated incidents of lawbreaking are not categorically indicative of serious trouble but they are telling markers of a developing volatility. Always, the community is the primary victim of crime. Even the most sympathetic might deem the legal aggregate decidedly imbalanced in favour of the offender. Bail leniency is aggravating rather than assuaging community unrest. The clarity of public expectation should remove any bail decision ambiguity. Regardless, judicial process must prioritise community welfare against an offender\u2019s potential for further inflicting harm and apprehension.<\/p>\n<p>A dangerous knife-wielding incident on V-Line was perpetrated by a felon released on 14 separate counts of bail. A further case involved police apprehending an individual with 11 warrants issued for his capture.<\/p>\n<p>The police cannot arrest their way out of the current challenges besetting Victoria. Juvenile delinquency is disturbing. Victoria\u2019s proposed \u201cadult crime, adult time\u201d laws will allow for children aged from 14 to be sentenced as adults \u2014 a decision vehemently decried by human rights advocates, Indigenous and legal experts, and activism factions.<\/p>\n<p>Clinicians and academics are afeared of the consequences following the implementation of increased penalties and incarcerations; however, those most vehemently opposed are offering no functional solutions \u2014 no protocols and methodologies to replace a patently outdated and dangerous system. The government\u2019s resoluteness will be a sure test of its mettle; of its willing to shoulder the reproach; and to provide voters with the protection they expect, and to which they are entitled.<\/p>\n<p>Labor won government in 2014. The current state of crime did not happen over-night. Persistently, government has demonstrated an unfortunate tardiness in its legislative support of VicPol. Its reluctance to introduce much-needed legislature has served to exacerbate the challenges; to embolden offenders; and significantly demonise police. Fearing voter opprobrium, Labor has disingenuously played at politics \u2014 promising but not delivering \u2014 and all the while allowing VicPol to bear the full brunt of the community\u2019s misdirected criticism.<\/p>\n<p>Globally, democracy is being tested. Outrageously, the Australian Electoral Commission does not have the essential legal scope to ban an extremist, neo-Nazi group from registering. Government must end cautious policy and serve the greater good. Social media has transformed our political landscape. It is na\u00efve to suppose constituents will not vote for those parties whom they consider too ideologically rancid.
