THE Surf Coast Shire has adopted a precinct concept plan to guide future development of the Messmate Road growth area in Torquay.<\/p>\n

The plan sets the council’s expectations for how land on the north-western side of Messmate Road \u2013 between Coombes Road and the Surf Coast Highway \u2013 should be developed as the town continues to grow.<\/p>\n

The area has been identified as a future urban precinct capable of helping meet the Victorian government’s target of 8,000 additional homes across the shire by 2051.<\/p>\n

The council prepared the concept plan after developers requested the northern part of the growth area be considered under the Victorian government’s development facilitation program, a state-led fast-track planning pathway for priority projects.<\/p>\n

The plan outlines a vision for a “highly liveable” neighbourhood, with a mix of housing types, walkable streets, local services, employment land and well-distributed open space, while safeguarding the Karaaf Wetlands and Deep Creek.<\/p>\n

Stormwater investigations have shaped the layout, with no runoff proposed into the sensitive wetlands.<\/p>\n

Six guiding principles underpin the plan, drawn from the council’s urban futures strategy and the Surf Coast’s distinctive areas and landscapes declaration. These focus on integrated water management, protecting native vegetation and wildlife, housing diversity that respects Torquay’s coastal character, safe and connected transport networks, accessible community facilities and the creation of local jobs.<\/p>\n

Key features include tree-lined streets, neighbourhood open space within walking distance of all homes, a centrally located activity centre with shops and services, and employment land along Messmate Road.<\/p>\n

Cr Joel Grist said planning the growth area as one precinct was critical to achieving good outcomes for the community.<\/p>\n

“We’re requesting that both the northern and southern sections be considered together through the development facilitation program, with this concept plan guiding the final outcome,” he said.<\/p>\n

“We understand this process would include opportunities for community input.”<\/p>\n

There is no set timeline for development. If the Minister for Planning becomes the planning authority, the process and timing will be overseen by the Department of Transport and Planning.<\/p>\n
