	{"id":188142,"date":"2026-05-29T04:00:59","date_gmt":"2026-05-28T18:00:59","guid":{"rendered":"https:\/\/timesnewsgroup.com.au\/surfcoasttimes\/?p=188142"},"modified":"2026-05-28T09:54:24","modified_gmt":"2026-05-27T23:54:24","slug":"committee-for-lorne-i-think-the-rs-have-it","status":"publish","type":"post","link":"https:\/\/timesnewsgroup.com.au\/surfcoasttimes\/news\/committee-for-lorne-i-think-the-rs-have-it\/","title":{"rendered":"Committee for Lorne: R [15], S[10] \u2014 I think the R\u2019s have it."},"content":{"rendered":"<p>I have always enjoyed language and, hopefully, seek [or try to seek] its proper use.\u00a0 This past month, my language antennae have been set to \u2018maximum twitch\u2019 on two fronts.<\/p>\n<p>First, as a self-confessed budget addict\u2014I watch it every year with a hearty McLaren Vale red, two simmering hot dogs, some bread, and lashings of Rosella tomato sauce all at hand\u2014I suffer my yearly dose of masochism.<\/p>\n<p>This year, the delivery of the Federal Budget was little different from usual, except that the Treasurer shamelessly used the same two buzzwords that also overpopulate a sign recently erected at the Erskine River mouth by the <strong><u>G<\/u><\/strong>reat <strong><u>O<\/u><\/strong>cean <strong><u>R<\/u><\/strong>oad <strong><u>C<\/u><\/strong>oastal <strong><u>A<\/u><\/strong>nd <strong><u>P<\/u><\/strong>arks <strong><u>A<\/u><\/strong>uthority [GORCAPA] &#8230; aka a local quango that specialises in <strong><u>G<\/u><\/strong>rabbing <strong><u>O<\/u><\/strong>r <strong><u>R<\/u><\/strong>estricting <strong><u>C<\/u><\/strong>oastal <strong><u>A<\/u><\/strong>nd <strong><u>P<\/u><\/strong>arks <strong><u>A<\/u><\/strong>ccess.<\/p>\n<p>Jim Chalmers couldn\u2019t help himself as he repeatedly wove GORCAPA\u2019s two recurring bureaucratic buzzwords\u2014resilience and sustainability\u2014into his delivery.<\/p>\n<p>Sensing that these schmoozy words <u>would<\/u> come, I decided to count how many times each word appeared in the Treasurer\u2019s 27-minute speech and scribble an \u2018R\u2019 or \u2018S\u2019 on my notepad each time he used them.<\/p>\n<p>The aggregate was a staggering 25 times [\u2018R\u2019 x 15; \u2018S\u2019 x 10], yet I was sadly unsurprised to find that as the budget progressed, the tally grew exponentially. \u00a0Here\u2014with tongue firmly in cheek\u2014an aside &#8230; perhaps our political commentators could spice up next year\u2019s telecast by adding [1] a terminology tally room or [2] conducting a national sweep for the most repeated word.\u00a0 But, on a more serious note, what the Treasurer\u2019s speech <u>did<\/u> hammer home was the honeyed hackney of current political speak!<\/p>\n<p>Don Watson, Paul Keating\u2019s remarkable speechwriter and the author of the classic compendium of contemporary Australian clich\u00e9s, <em>\u2018Weasel Words\u2019<\/em>, would have had a field day. \u00a0Since its first publication in 2004, Watson\u2019s lexicon of \u2018<em>weaseliness<\/em>\u2019 has been burgeoning.\u00a0 Like a pandemic of illiteracy, it has spread to and infected even the lowliest middle managers and clipboarders in the land.<\/p>\n<p>Although Jim Chalmers\u2019 use of his favourite sentinel \u2018R\u2019 word in the 2026\/27 budget speech was undeniably impressive, our own local quango [GORCAPA] has at least twice beaten him into a poor second\u2014first with a new sign at the Erskine River mouth and again with a videoclip on their website.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-188149\" src=\"https:\/\/static.timesnewsgroup.com.au\/prod\/uploads\/sites\/2\/2026\/05\/Resilient-Coast.jpg\" alt=\"\" width=\"281\" height=\"374\" srcset=\"https:\/\/static.timesnewsgroup.com.au\/prod\/uploads\/sites\/2\/2026\/05\/Resilient-Coast.jpg 812w, https:\/\/static.timesnewsgroup.com.au\/prod\/uploads\/sites\/2\/2026\/05\/Resilient-Coast-225x300.jpg 225w, https:\/\/static.timesnewsgroup.com.au\/prod\/uploads\/sites\/2\/2026\/05\/Resilient-Coast-769x1024.jpg 769w, https:\/\/static.timesnewsgroup.com.au\/prod\/uploads\/sites\/2\/2026\/05\/Resilient-Coast-768x1022.jpg 768w\" sizes=\"auto, (max-width: 281px) 100vw, 281px\" \/><\/p>\n<p>The sign is self-explanatory [see attached photograph]. \u00a0Meanwhile, the website features a 2:49-minute clip\u2014<em>\u2018Coastal Adaptation Plans Explained\u2019<\/em>\u2014in which the word \u2018resilience\u2019 or \u2018resilient\u2019 is repeated seven times [or once every 24 seconds].\u00a0 You can find it here &#8211; <a href=\"https:\/\/tinyurl.com\/coastal-adaptation\">https:\/\/tinyurl.com\/coastal-adaptation<\/a>. \u00a0I cannot deny that I felt like adding one more \u2018R\u2019 of my own for having the \u2018resilience\u2019 to listen to the end.<\/p>\n<p>The website also features [among many other offerings] a pair of sentences as follows:<\/p>\n<ol>\n<li><em>\u201c&#8230; the Great Ocean Road is subjected to coastal erosion and inundation due to more frequent storm events and increasing sea levels.\u201d<\/em><\/li>\n<\/ol>\n<p>This statement, while likely to be partly true, remains debatable. \u00a0Whether storms now classified as \u2018events\u2019 [weren\u2019t they once just bad weather?] <u>are<\/u> more frequent is arguable\u2014and likely historically untrue\u2014with much of the apparent increase in \u2018events\u2019 arising from a combination of [1] far more frequent reporting and [2] an ongoing and diminishing severity in the criteria that deem an event.<\/p>\n<p>Decades ago, weather [hot, cold, flood, drought] had to be near-cataclysmic to be widely reported.\u00a0 Nowadays, a good 5-day easterly blow is seen by some as a weather disaster.\u00a0 A nicely balanced article from <em>\u2018Our World in Data\u2019<\/em> can be found at: <a href=\"https:\/\/ourworldindata.org\/disaster-database-limitations\">https:\/\/ourworldindata.org\/disaster-database-limitations<\/a> and is well worth reading before jumping to conclusions that our 21<sup>st<\/sup>-century sky is falling in.<\/p>\n<ol start=\"2\">\n<li><em>\u201c&#8230; protecting and enhancing our iconic natural landscapes &#8211; and the State-owned infrastructure that sits upon them is a top priority.\u201d <\/em><\/li>\n<\/ol>\n<p>While a laudable statement that is, on face value, hard to challenge with the \u2018protecting\u2019 part a worthy aim, I do draw a line at \u2018enhancement\u2019.<\/p>\n<p>Nature is natural, nature is marvellous, and it is beyond arrogant and presumptuous to think that humans might be able to \u2018enhance\u2019 nature in all its terrible beauty and power.\u00a0 Glory in it?\u2014yes!\u00a0 Enhance it?\u2014surely not.\u00a0 GORCAPA\u2019s aim to \u2018enhance\u2019 smacks of misplaced conceit, as is represented by its interference with the natural awe of the Apostles\u2019 coast with its \u2018architectural\u2019 viewing platforms.\u00a0 Enhancement should never be about redesigning nature to suit our temporary liking.<\/p>\n<p>Words matter.\u00a0 The overuse of words, however laudable their intent, can lessen their impact, even cheapen their outcome.<\/p>\n<p>\u2018Resilience\u2019 is a relatively recent buzzword addition.\u00a0 Don Watson did not list it in his superb 2004 lexicon of political platitudes and clich\u00e9s: \u2018<em>Watson&#8217;s Dictionary of Weasel Words: Contemporary Cliches, Cant, and Management Jargon\u2019<\/em>.\u00a0 Nor did it appear in his second 2015 dip into the same topic:\u00a0 \u2018<em>Worst Words: A Compendium of Contemporary Cant, Gibberish and Jargon\u2019<\/em>.\u00a0 Resilience appears to be a Johnny-come-lately in bureaucratic-speak.<\/p>\n<p>Googling <em>\u2018&#8230; the use of resilience as a bureaucratic buzzword\u2019<\/em>, the following AI summary paragraph popped up and while I normally resist using AI in my articles, on this occasion the response was \u2018golden\u2019. \u00a0Google AI answered as follows:<\/p>\n<p><em>\u201cWhen &#8216;resilience&#8217; is used as a bureaucratic buzzword, it often shifts the responsibility for systemic failures onto individuals. \u00a0Instead of organisations or governments fixing toxic workloads, budget cuts, or environmental risks, they use the term to demand that employees or communities silently endure hardship without complaining.\u201d<\/em><\/p>\n<p>Googling a second question: <em>\u2018&#8230;when did bureaucrats fall in love with resilience?\u2019 <\/em>\u2026 AI returned an even more interesting response.<\/p>\n<p><em>\u201cBureaucrats and policymakers \u2018fell in love\u2019 with resilience in two distinct waves: first in the early 2000s as a disaster-management framework, and permanently after the COVID-19 pandemic. <\/em><\/p>\n<p><em>It shifted from an obscure term in ecology and psychology to a universal government buzzword used to justify budget cuts and manage crises. <\/em><\/p>\n<p><em>The concept is inherently vague. For governments, resilience is an incredibly flexible tool\u2014it allows bureaucracies to appear proactive and adaptable without committing to massive, expensive systemic reforms. \u00a0It also subtly shifts the burden of surviving a crisis and an economic downturn away from state institutions and onto local communities and individual citizens.\u201d<\/em><\/p>\n<p>Governments, politicians, and local bureaucrats need to realise that, to gain their constituents&#8217; trust and respect, they must speak and write clear Anglo-Saxon English, for we, the people, are full to pussy\u2019s bow with complex managerial word salads and obfuscation.<\/p>\n<p><strong><em>John Agar<\/em><\/strong><\/p>\n<p><strong><em>Feature Writer<\/em><\/strong><\/p>\n<h2><strong>A word from the chairman<\/strong><\/h2>\n<p>Last week was National Volunteers week, an opportunity to recognise and celebrate those volunteers who just \u201cget things done\u201d.\u00a0 The Surf Coast Shire implemented a program called Local Legends which allowed our communities on the Surf Coast to nominate members of the community who, through their selfless contributions, were deserving of recognition.<\/p>\n<p>The Shire held a range of events at Shire offices and within our communities to provide an opportunity for public recognition of the \u201clegends\u201d.\u00a0 In Lorne the event was held the newly refurbished rooms of the Lorne Historical Society followed by an afternoon tea upstairs at Lorne Community House.\u00a0 This provided an opportunity for the Historical Society to showcase its new, rather imposing fa\u00e7ade, itself the product of the work of many volunteers, in particular the Lorne Men\u2019s Shed which built the panels for the fa\u00e7ade, the selfless contributions of local Architects Bob Sinclair and the late Chris Wood and the many, many people and organisations who supported the project.<\/p>\n<p>Our own Doug Stirling was recognised as a local legend by a Community Commitment award.\u00a0 Doug is 103 years old and still an active member of the Lorne Men\u2019s Shed. We believe that he is the oldest men\u2019s shed member in Australia.\u00a0 During his time, Doug has contributed of 70 years of his time, energy and effort to a large number of community organisations in Lorne.\u00a0 Congratulations and well done Doug!<\/p>\n<p>Just as significant was the recognition of the wider Lorne Community by a Community Commitment award.\u00a0 The citation on the award reads, in part; \u201cWhen flash flooding of Erskine and Cumberland Rivers struck in January, sweeping away cars, caravans and tents and flooding buildings, roads and bridges, Lorne community members responded with remarkable speed, care and heart\u2026..Lorne\u2019s response demonstrated the best of a community coming together \u2013 protecting and caring for visitors, supporting neighbours and caring for Country\u2026..Many small but meaningful acts combined to become a significant whole response which helped people feel warmly and securely supported and cared for in hours of sudden need.\u201d<\/p>\n<p>Take a bow Lorne Community, you deserve it!<\/p>\n<p>The Point Grey redevelopment project continues at a steady pace.\u00a0 Significant changes are now visible and the drive in space, off the Great Ocean Road which allows the curious amongst us to park and have a look through the construction fence at what is happening.\u00a0 Most notable is the construction of the rock revetment wall building upon the rock wall that is in front of where the Aquatic Club once stood.\u00a0 The new wall is longer, higher and is, in itself, a bit of a work of art.\u00a0 The concrete slab for the new Aquatic Club has been poured and I am encouraged that my investment of $10, nominating 11am on Melbourne Cup Day, 2026 as the date and time that the first beer is poured, might not be too far wrong.\u00a0 The site of the Co-op has now been cleared and I understand the slab for the new building will be poured in the next couple of weeks.\u00a0 Let\u2019s hope the new Point Grey precinct does justice to this important piece of Lorne\u2019s culture and history.<\/p>\n<p>It would be remiss not to recognise the milestone 80<sup>th<\/sup> birthday of our Feature Writer on this page and regular contributor to the Lorne Independent, John Agar.\u00a0 John celebrated last weekend with family and friends and it was a wonderful event.\u00a0 Happy Birthday John and here\u2019s to many more!<\/p>\n<p><strong>Pete Spring<\/strong><\/p>\n<p><strong>Deputy Chairman of Committee for Lorne<\/strong><\/p>\n<p><strong>(continuing to fill in for our Chairman who, along with so many other Lorneites, continues to swan around Europe!)<\/strong><\/p>\n<h1><strong>Lorne Ward Events Calendar<\/strong><\/h1>\n<p><strong>June<\/strong><\/p>\n<p><strong><em>7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/em><\/strong><strong>LAAC Fishing Comp No. 4,<\/strong>\u00a0Weigh-in cut off 12.30pm.
