SURF Coast Shire council is in the process of formalising its decision to block construction of a permanent viewing platform at Winki Pop following confirmation that no further consultation is required.
\nThe local branch of the Surfrider Foundation raised concerns this month after delays in removing the reference to the proposed platform and walkway in the Coastal and Marine Management Plan for Bells Beach Recreation Reserve.
\nDarren Noyes-Brown, of the foundation’s Surf Coast Branch, which strongly opposed construction of a permanent structure at the iconic site, voiced concerns that while the reference remained in the CMMP, there was a possibility of it being built.
\nSurf Coast Shire environment and development general manager Ransce Salan confirmed this week that council officers were now updating the CMMP for the Bells reserve in accordance with DELWP’s request.
\n“We are removing the specific reference to the elevated walkway and anticipate that the updated CMMP will be posted on our website within the next seven business days,” Mr Salan said on Tuesday.
\n“Council has acted, and continues to act, in accordance with DELWP’s advice and direction.
\n“At the council meeting on 24 June 2021, council considered a notice of motion in relation to the elevated walkway and resolved that council does not support a permanent platform and elevated walkway at Winki Pop.”
\nDELWP has confirmed that removing the specific reference to the elevated walkway in the CMMP was “administrative in nature”, so the plan can be amended by the council.
\n“Consultation is not required for amendment of a CMMP if the Minister considers the amendment to be administrative in nature,” Mr Salan said.
