Colac Otway hands off resort decision to minister

THE Colac Otway Shire has decided against making a decision about the proposed $70 million Apollo Bay resort, and instead has sought to
refer the matter directly to the Victorian Planning Minister.

At their meeting last month, councillors resolved to request Planning Minister Richard Wynne call in the application for the development at 275 Barham River Road on the basis that it “raises significant issues in relation to state regional development and tourism development objectives related to the Great Ocean Road”.

The proposal, for 180 rooms, 82 villas and accommodation for 40 staff, has been divisive in the community, attracting more than 155 objections and 10 letters of support.

Colac Otway mayor Joe McCracken said a ministerial call-in could also potentially hasten the turnaround time for a decision.

“This proposal is a significant one. It’s bigger than Colac Otway; it’s a large proposal that would have regional impacts. This proposal is of state significance, so it makes sense to have the minister call it in.

“When an application is called in, an independent advisory panel is appointed. The purpose of the panel is to hear from all objectors, the developers, community organisations and others that have an interest in the proposal.

“This will give everyone plenty of time to consider their thoughts and strongly advocate their respective positions.”

The report considered by councillors notes that the Colac Otway Shire would retain the ability to formally consider the planning merits of the proposal and advocate on behalf of submitters, including advocacy for any off-site infrastructure needed.

Cr McCracken said the shire had yet to come to a position on the proposal.

“We’re waiting for all the information and the detail. Only then will councillors be in a position to consider the proposal in its entirety.”
